Consultants often suggest that Public Sector Agencies should identify their Core Service Capabilities and Performance and their Unique Advantage, as a basis for developing Agency strategy in policy creation and/or services delivery. While this is unquestionably good advice, following it can be a real challenge and up until now, there has been no common
process model that we are aware of, that is flexible enough for each agency to tailor inn concert with stakeholders.
Evaluating a department’s intrinsic strengths is not sufficient by itself to determine what the Agency’s unique positioning is. To do that, competitive strength must be tested against the attractiveness of the service segments in which the Agency is operating or seeks to operate.
nem has developed a unique tool: Optimising Agency Performance and Services Delivery: a unique methodology and tool kit to examine what clients think of the agency services, whether the service is resourced sufficiently to delivery their portfolio service and the mechanisms, and actions necessary, to provide a component/s of shared services across the APS.
