Project Coordination

The firm has an extensive history providing Project Coordination services, particularly large-scale infrastructure work within the submarine fibre optic cable industry and within the complex working environment of the Pacific Islands.

The experience of completing over seven large scale projects completed over the past 10 years has resulted in the firm being appointed to a number of infrastructure and coordination based government panels, including the DFAT supported Australian Infrastructure Financing Facility for the Pacific (AIFFP), a $4Billion facility designed to promote large-scale infrastructure specific projects for the benefits of our Pacific Island neighbours.

For over 10 years, nem has been selected as either the Project Coordination lead, or as a co-contractor for many larger scale infrastructure projects, mainly across the Pacific Islands and with particular emphasis on:

  • Information Technology (fibre optic submarine cable systems)

  • Project Infrastructure (development of cable landing stations/data centres)

  • Financial Management (capital sourcing and management) and

  • Stakeholder/Development Partner Management (Government and/or Multi-National Development Banks [MNDB’s]).

As most of these projects are funded by government or MNDB’s there is an expectation of community and social benefit. nem is normally tasked with providing support and guidance to the recipient to ensure the expected benefits from the new infrastructure are realised or exceeded, such as maximising local employment or expanding community services in areas such as digital health services or eGovernment initiatives.

In recognition of its team-based approach, which delivers completed projects on-time and on-budget, nem is now appointed to the following Federal Government panels:

  • Client Side Project Management Services (CPSM) providers for the Australian Infrastructure Financing Facility for the Pacific (AIFFP), a $3.5B initiative of the Department of Foreign Affairs (DFAT).

  • Whole of Australian Government Management Advisory Services panel, for the provision of Business Strategy & Improvement services, under the Department of Finance.

Because of the level of due diligence undertaken for the establishment of these panels nem services can be accessed by all levels of Federal and State Governments, as well as Pacific Island and New Zealand Governments as “pre-approved” under government procurement guidelines. In June 2022, nem was awarded the 4-year contract as the Project Coordination Unit for the East Micronesia Cable Project, a US$90M project connecting the Pacific Islands of Kiribati and Nauru to the Federated States of Micronesia by way of a new fibre optic submarine cable system.
